A quarry in San Diego and a closed garbage dump in the Los Angeles suburb of Carson provide the locations of huge urban infill projects. The San Diego project recently won City Council approval, while work has begun on the Carson development.

The state has gone into the infill and transit-oriented development business for the first time. But it is hard to say whether the state government's newfound interest will reshape California.

Using money from Proposition 1C, adopted by the voters in 2006, the Department of Housing and Community Development (HCD) recently awarded almost $500 million in infill infrastructure grants and transit-oriented development (TOD) grants. No, it's probably not enough to alter the state's growth patterns. But it is enough to get some projects off the ground that otherwise might have languished in the real estate downturn.

Once the largest concentration of dairy cows in the United States, the San Bernardino County Dairy Preserve is on the verge of becoming home to more than 200,000 people. The City of Chino is finishing work on a specific plan for 5,435 acres, and City of Ontario officials are refining a development fee schedule, the last document needed before the city begins processing development applications for 8,200 acres on the south end of town.

Large-scale urban development will soon replace the San Bernardino County Dairy Preserve. Last December, the city of Ontario completed its annexation of more than half of the 15,000-acre swath of farmland, and the City of Chino either has annexed or plans to annex the remainder. Ontario's plans for what the city has tabbed the "New Model Colony" call for development of 31,000 homes, 5 million square feet of retail space and 5 million square feet of industrial space.
